Baseline = the average year from 2017 to 2019 (before the pandemic). Each cell is that year's change from the baseline: the large figure is the number of pedestrian crashes, the small one the rate per 100,000 residents (which accounts for population growth).
The solid bar is the change in the raw number of crashes. The light bar is the change in crashes per 100,000 residents, which takes population growth into account: when the population grows, the rate rises a little less than the count (or falls a little more). The four jurisdictions together grew about 4% between 2017 and 2025, so the two rarely differ by much.
